FISCAL AND REAL ESTATE ECONOMICS CONSULTING SERVICES – CITY OF IRVINE

RSG provides ongoing fiscal, real estate, and affordable housing consulting services to the City and Redevelopment Agency of Irvine.  The firm’s work includes preparation of financial projections and recommendations for City/Agency loan agreements for a variety of land uses within the 2,015 acre Orange County Great Park Redevelopment Project Area (former El Toro Marine Corps Air Station). Another major component of the firm’s work encompasses financial analysis and cost estimating of housing initiatives and projects proposed by private developers and non-profit developers using LIHTCs, housing bond financing and Agency funding assistance.  RSG also evaluates development programs and projects, and prepares development programming and feasibility analyses for developing City-owned properties and solicitation of development requests for proposals.  RSG prepared an in-depth evaluation of affordable housing development programming alternatives for a 20-acre City-owned redevelopment site to be comprised of three projects including, a 9% LIHTC project, 4% LIHTC project, and moderate-income condominium project.  The project is anticipated to be constructed through a developer RFQ/P with RSG’s assistance, and is slated for inclusion under the City’s newly formed Irvine Community Land Trust.
