ECONOMIC DEVELOPMENT STRATEGIC PLAN- SAN CARLOS
RSG was hired in the summer of 2006 to prepare an economic development strategic plan for the City of San Carlos. Rising service costs and stable revenues were creating a recurring budget deficit that needed to be addressed; however, the City required a more holistic approach to economic development than revenue increases alone. RSG’s plan provided detailed objectives and strategies for the next three years to help the city meet higher levels of economic viability including City policies and operations, maintenance and rejuvenation of an aging downtown, redevelopment of vacant and underutilized sites, and diversification of the economic base in consideration of current infrastructure constraints and opportunities. Public outreach was as significant component of the planning process, engaging community members through focus group discussions, public meetings, and an online survey. RSG was subsequently hired to help implement the plan’s strategies. Proposed activities include business recruitment, bond issuance, and property owner negotiations
