COMPREHENSIVE ECONOMIC DEVELOPMENT STRATEGY – CITY OF OROVILLE
RSG recently completed a comprehensive economic development strategy for the City of Oroville, located in Butte County. The project involved interviews of stakeholder groups on a needs and opportunities assessment, establishing unique and measurable goals for increasing TOT revenues, local employment and diversification of the General Fund, and a plan-do-check-act management procedure for ongoing implementation. The strategy also featured several one-page introductions focused towards the varying audiences that use the strategy. RSG is now involved in assisting in the integration and implementation of the strategies policies and recommendations.
Subsequently, the City retained RSG to prepare an analysis of the highest and best use of a historic former hotel in downtown Oroville. Seen as key to the revitalization of the City’s urban core, the Oroville Inn was studied from the perspective of residential, commercial, and mixed use. The assignment involved conducting market analysis, reviewing physical plans for the property, consulting with property representatives, estimating project rehabilitation costs, and preparing a pro forma analysis of our conclusions.
