TAX SHARING AGREEMENT REVIEW AND NEGOTIATIONS
RSG was hired by the City of Pleasant Hill in 2015 to review and audit over 20 third-party payment obligations, including 5 developer agreements and 8 negotiated pass-through agreements resulting from litigation settlements. RSG reviewed all relevant agreements, audited historic payments, revised payment methodologies, and calculated reconciliation payments where necessary. In some cases, the revised payment methodologies required complex negotiations with the Contra Costa County Auditor-Controller, the noteholder of a tax reimbursement agreement, and the California Department of Finance to ensure the City received funding for the agreements. RSG continues to calculate and administer payments on an annual basis.
