MACK ROAD CDBG BLIGHT STUDY


In May 2009, RSG delivered to the Sacramento Housing and Redevelopment Agency a slum/blight study of a relatively small (100 parcel) study area in the Council District 8 of the City of Sacramento.  Located along portions of Mack Road and Stockton Boulevard, the Mack Road study area had a mix of commercial retail and auto-related uses, single- and multi-family residential uses, and several vacant undeveloped lots.  The study involved field reconnaissance, code enforcement research, investigation of development standards, real estate market and economic analysis, a survey of real estate brokers, hazardous conditions research, overcrowding analysis, crime analysis, foreclosure analysis and preparation of a report that was presented to several City and SHRA departments.  The study concluded that the area met the requirements of blight under CDBG.
